Traditional governance systems assume that high performers are also qualified to evaluate themselves and others. PAAS explicitly rejects this assumption.
PAAS prevents power concentration by keeping the ability to act distinct from the ability to evaluate. This is achieved through a two-component expertise model.
Hard Competence (W_H) as static anchor, Soft Competence (W_S) as dynamic signal, combining into W_Effective for governance.
- Operational competence: Ability to execute effectively
- Evaluative competence: Ability to assess quality and impact
By separating these domains, PAAS prevents competence collapse and self-legitimization.
